SharePoint isn’t meant as a standalone website management system as it’s primarily a document management system.
It’s usually used within companies to manage documents and versioning of these documents so probably isn’t what you’re after.
Dreamweaver is a webpage creation tool and is certainly the best on the market although the best option is to learn HTML and CSS as even Dreamweaver can produce invalid code that won’t have great support cross browser.
It’d also be useful to read up heavily on the subject as there’s so many outdated methods now that it’s very easy to be creating code that won’t use the latest web standards. For example, using tables for layout, using presentational code within your HTML.
There are also some open-source content management systems available like Joomla, Drupal and WordPress which can save you time recreating the whell so to speak so are defintiely worth investigating.
